the page doesn’t drop to my comments

when someone clicks on a comment link for one of my posts, the new page opens at the top of the page, instead of at the point where the comments start. I assume I need to change some of the code in the index.php file, but I don’t know what to tell it to point to for the page to open how I want it to. Here is the link to my blog:
