The Start & End IP is present, but its not!?!

When we try and add an ip we are getting this error:
Please fix the below errors :
* The Start IP is present in an existing range!
* The End IP is present in an existing range!The issue is that we do not have that ip registered. We even looked in the phpmyadmin to see if that IP had been used previously, but it had not. Can you help?
