the theme from the WordPress.com homepage

Does anyone know if the theme for the WordPress.com homepage is available for download/use? I’m talking about the blue header with white main-page. Have not been able to find on the themes.wordpress.net.

I had a good laugh at myself though – “wordpress.com theme” pulls up about a jillion hits, none of them helpful ??
