The TinyMCE editor is collapsed and stuck in text view

From what I can tell the TinyMCE editor is not getting it’s style sheet information. At least that’s what it looks like. I looked in the functions.php and couldn’t see anything specifically calling .css. There is a “editor-style.css” but I don’t see it in use. Even when I use the inspector to check the id’s and classes for the current TinyMCE editor they don’t match anything in the current “editor-style.css”. Does anyone have any ideas?
