Theme: Decode – How to stick menu at bottom of screen?

I’m using the Decode theme and like it, but I want to take the top menu and stick it to the bottom of the screen. Is it possible to do this? If so, can I do this and have the text, if longer than the screen, scroll up and down while the menu at the bottom stays in the same place? I guess I need to: 1. stick it in a place on the screen, and 2. not have it relative to the text on the screen.
