Theme does not appear on new installation

I have a new installation of WordPress and all I get is plain HTML on the site and dashboard. Here is link: https://www.usinrecovery.com/wordpress. I upgraded to latest version of WordPress. When I click on themes under the heading appearance, i get taken to the wordpress site where themes are shown, rather than to the themes part of my set-up.
Help! It is really, really ugly!

ps – I had to have tech support install wp on the server because I did not have permissions.
