Theme is loading page.php, not index.php

I’m building a theme (original built of Kubrick but most everything stripped away)

The home page is loading up the page.php template and not the index.php file from the theme. This happens iven if you type domain.com/index.php. Any idea why and what file might be pulling the wrong page? Thanks.
