Theme Options Blurb not appearing on Static Page

What theme are you using?

I am using openstrap so that is why i thought it would be funny it wasnt working. I have the brand new update and i have never used wordpress before and i am also following a tutorial on pluralsight.com So I just cant seem to figure it out.

I don’t know what “ticking to show a blurb” means, so I suggest you contact either the tutorial’s author or the theme’s developers.

so if all of those things are in place the blurb should be appearing but something is blocking it. So i need to know how to figure that part out. It just isnt registering over to the front static page.
