Theme or Plugin Editor not showing in admin menu (already tried disabling)

Hello,

I am trying to use the theme editor, but it does not show up in the menu. I also read other threads but this installation is new. I am using the twenty thirteen theme and tried several ones. I even tried reinstalling the wordpress version to see if one of the themes I downloaded messed it up, but it is still not showing up.

Is there something else I can do, I already deactivated all plugins and all I want to do is make a minor change (remove the comments completely from the pages and posts code)
