{Theme: Responsive] Move comment form to top of page

I want to move the comment form at the top of the comments page instead of the bottom where it can be seen easier.
The I want the comments to show up after the form most recent at the top. Underneath all the comments I want to have some static text.
I’ve play with the page.php but I can’t make that work that way.

My second choice would be to put an anchor text link at the top of the page, but I don’t know how to do that with the template.
