If you start with a blank starter theme and learn the basics of enqueing scripts and styles the possibilities are endless.

I used https://github.com/320press/wordpress-bootstrap as my base and have been building on it for a few years.

I use it for ALL my WP sites and create a custom theme with it for each client. Then I save the css or new functions to re-use later.

In my opinion, it takes more time and headache to get a premium theme working and customized the way I want.
