I’m using theme Twenty Eleven and when I view the blog on the ipad the right hand menu isn’t where it should be – it’s at the bottom of the page – like the theme isn’t mobile ready. Is there a way to fix this? I’d like the desktop view to be the default. Is there a way that a user viewing the blog on the ipad can switch from desktop view to mobile view? Thanks!

That’s actually the way responsive themes work, any widgets in the sidebar drop down below the main content area on narrower viewports. Your main navigation should be from the menu bar at the top.

If you want to always display the full width, you’ll have to edit the style.css file in a child theme and add rules which override the media queries in the parent theme. Giving the user the ability to switch back & forth between a fixed width and a responsive width would be very problematic; you would be better off switching to a fixed width theme, IMO, if it’s important for your users to be able to see the full width display.
