at the end of style.css file. (Please note: you should make a backup of your file before adding changes or make a child theme and apply changes to that theme only)

What’s happening is that this CSS (lines 38-45 in your custom CSS plugin):

.commentlist .even .comment {
  margin: 5px 0 0;
  background-color:#ffffff;
}
.commentlist .odd .comment {
  margin: 5px 0 0;
  background-color:#ffffff;
}

is more specific than this CSS (lines 52-54, ashiquzzaman’s code):

section.comment-content.comment {
margin-left:13%;
}

So the first piece of CSS is used instead of ashiquzzaman’s CSS. Your best bet would be to remove the ashiquzzaman’s code and replace lines 38-45 with this CSS:

.commentlist .even .comment-content {
  margin-left: 13%;
  background-color:#ffffff;
}
.commentlist .odd .comment-content {
  margin-left: 13%;
  background-color:#ffffff;
}
