Themes and Plugin is not working

    I have new and fresh installation of wordpress 3.8
    It was working yesterday fine but then I just messed up with the password and I installed a fresh wordpress 3.8.

    Now the issue starts, I can use all the options of wordpress dashboard, except THEMES and PLUGIN.
