Themes That Allow Plugins

Hi,

I am trying to determine which wordpress themes, or upgrade packages, will be required for me to add plugins. My current free theme does not have them as an option for in the admin toolbar. However, when I test out new, or even premium themes, none of them (or the pricing packages) address whether plugin functionality is included or not. Help!
