Please turn on the debug mode from the plugin settings page. the debug data will help you to figure out the root cause of the problem

From the debug response we are able to see that the service you have requested is invalid from the origin. Please try with UPS rate calculator and make sure that you have selected some valid services on the plugin settings page.

do you mean the keys and all detail is wrong ??? that i have used in ups plugin ????

I was checking the debug request and response shared by you.

It seems that you are not provided with the origin zip code. This is a compulsory field. Fill it in the plugin settings page and it should fix your issue.
