    There is a strange problem. Adding a panorama starts with Scene 1, but after checking, there will be one more Scene 0.

    This is not a problem. This is a feature after saving the tour a default empty scene will be added for you as scene 0. If you want to add a new scene you may use this one always. if you don’t want to add a new scene just want to edit you may delete this scene. It is active just to help you add a new scene whenever you like to edit.
