Thickbox for text like the plugin installer

I need a Thickbox for text like the plugin installer in wordpress but trying to find one is like pulling my hair out. All I see is video this picture that and what pisses me off the most is when the settings are a text thick box like what I want and its only for settings its like someone flicking you off and laughing at the same time. Anyways I’m trying to make a system thorough different plugins a way for someone to find a game master like for d&d. So on the page you have a list of countrys then states like this

when you click on a state a thickbox comes up. Then with another plugin i can put tabs in and thous tabs will have citys when you click on a city a list of know’ed game masters will pop up with a link to there profile. All this from one page.
