This IP automatically added to allow list

Wordfence by design never adds IPs to this list for you, as it allows that IP to totally bypass the firewall. However, we have seen some hosting providers enforce an IP here that re-adds itself to mitigate compatibility issues with services they offer. You can double-check this with their support if necessary, but it certainly sounds like a case of that here for you.

I detected the same situation on my site, and after some tests I confirmed that this address is added by the WP Rocket plugin

When I asked them about it, they gave me the following answer:

We have added that IP address to the Wordfence allowlist so that the Remove Unused CSS feature in WP Rocket will work correctly.
This feature operates from an external server and visits your site to process the CSS. Wordfence can block this, preventing the feature from working. By safelisting the IP, it will work correctly.
