“This payment gateway is not available.”

I recently asked a question regarding ‘draft’ orders recently starting to appear in my Woocommerce instance, and it turned out to be due to my switching to the checkout block on my cart checkout page (instead of the legacy shortcode). It’s basically a new order status that Woocommerce is rolling out.
It now seems that those draft orders are being caused by an error with the PayPal return mechanism. Customers have reported to me that they’re taken to PayPal successfully, but upon being returned to my website, are greeted with an error saying “This payment gateway is not available”. It’s not happening for all orders, but a significant proportion. With the most recent occurrence, the customer reported to me that this happened using Firefox on Windows, but he was eventually able to complete a successful order using Safari on his iPhone.
I have no idea how long this has been going on, or whether it’s something new related to the changes I made to the checkout page. I’ve now enabled logging for PayPal payments, and will see what that reveals. But it seems for the moment I’m losing business unnecessarily, with potential damage to my reputation, too. So as you might imagine, I’m keen to get this solved or addressed as soon as possible!
Any ideas, help or advice you can give would be greatly appreciated.
