thumbnail "Max. number of images"

When I first set the Max number of images to 0 all the thumbnails show correctly. Now I am trying to reduce the number and have tried 20 or 40 or 10, but the setting seems to be stuck at showing all thumbs on one page.
I have tried deactivating plugins, clearing browser cache, using 2012 theme. Still showing all thumbnails.
