Ticket url in email not working

Our site is an intranet site. You have to have an Active Directory account to access it. When I create a new ticket an email is generated with a URL. This URL does not work. Instead of showing a user their open ticket, it opens the create ticket form page.
In Support > Settings > Advanced Settings > Ticket URL Permissions is set to “Anyone can see”.
What is wrong?
