Time/Date Format Characters

I’m feeling extremely stupid and I’m getting the feeling that I’m just being blind, but…
Where exactly is the time and date format character key? The ReadMe says it’s on the Options page, but the Options page says it’s in the ‘note’ and I can’t see a note anywhere.
Can someone let me know.
