Timeout issues after moving to 2.3.1

I recently upgraded to the latest release and now I’m getting timeout errors whenever I try to post something or try to access any other page other than the site admin. I switched back to the previous version I had installed and the errors went away. I switched back to 2.3.1 and I have the timeouts again. Has anyone else encountered this? here’s my site in case it helps https://www.stynk-monkey.com (running a windows based apache server 2.2.4 php 5.2.1 mysql 5.0.27)
