    Yes it displays client/visitor local time.

    Unless you give the clock widget a specific GMT (= Greenwhich Mean Time or universal time) offset… In that case, the script will calculate GMT based on client/visitor time and timezone and then give it the desired offset (which can be 0 if you want universal time).
