Timezone Warnings

I downloaded WordPress yesterday to run on XAMPP. I have never used it before, so I want to try it out on my local computer before posting it to the web. I have been following online tutorials, but I’ve had nothing but headaches. I keep getting this:
Warning: date() [function.date]: It is not safe to rely on the system’s timezone settings. You are *required* to use the date.timezone setting or the date_default_timezone_set() function. In case you used any of those methods and you are still getting this warning, you most likely misspelled the timezone identifier. We selected ‘America/Los_Angeles’ for ‘-7.0/DST’ instead in G:\xampplite\htdocs\xampp\wordpress\wp-includes\class-simplepie.php on line 3579
This warning appears everywhere on every page I go to. The last line beginning at “instead in…” changes every time. I haven’t been able to do anything because this warning keeps showing up. It’s really annoying. I’m a newbie who doesn’t know much about code or functions or anything. I’ve tried the remedies seen on this site and others, including the php.ini fix and the wp-includes/functions fix. Nothing is working and it’s really turning me off of WordPress. Can anyone help?
