Title Tag is hard coded?

Hi I have problem with client website the title tag set to the edit page however the title tag show in the frontpage is different. I try to check the header.php if there’s a custom code and I see this..

<title><?php wp_title(”); // stay compatible with SEO plugins ?></title>

But when I try to remove it. the title tag will become null? how can I show the title tag I set up on the editor page? and also when I inspect the frontpage the title tag that i set is on <meta name=”dc.title” content=”10 Best Massage Chairs Consumer Reports Reviews”> how can I resolve this?
