Title & tag line gone

Searched for answers for long time before bothering to post. My site is hacked & I’ve been t/s it. During that process I did something to cause my title & tag line to disappear. It appears in the customization tool but doesn’t appear on site. On another note, I’ve got the spam words & link off desktop versions but it still appears on other devices…will post that in the appropriate forum
