Title/Site Headline wont change :(

When I change the text “TO ADD A TITLE HERE PLEASE GO TO CUSTOMIZER” using the customizer as instructed, It does not work.
I am changing where it says site title and headline and it is just leaving the original text. Am I doing this wrong?
How do I fix this?
