TOC not correct working with persian (UTF-8) Character

I recently noticed that the Table of Contents (TOC) function does not work properly on Farsi (Persian) titles (Heading). I did not understand its logic, but by comparing with your website, I realized that the URLs related to the titles have a structure similar to this:

https://betterdocs.co/docs/table-of-contents-toc/#1-toc-titleBut on Farsi (Persian) titles (Heading) and words, this structure changes like this:
