TOC not correct working with persian (UTF-8) Character

I recently noticed that the Table of Contents (TOC) function does not work properly on Farsi (Persian) titles (Heading). I did not understand its logic, but by comparing with your website, I realized that the URLs related to the titles have a structure similar to this:

https://betterdocs.co/docs/table-of-contents-toc/#0-toc-title
https://betterdocs.co/docs/table-of-contents-toc/#1-toc-title

But on Farsi (Persian) titles (Heading) and words, this structure changes like this:

https://localhost/wp/docs/frt/#——
https://localhost/wp/docs/frt/#–
https://localhost/wp/docs/frt/#–
https://localhost/wp/docs/frt/#—-

Or if English words are among Persian words, the structure will be as follows:

https://localhost/wp/docs/dd/#-not-available
https://localhost/wp/docs/dd/#—–available

That may be one of the reasons for not working properly
