TOC not showing

The TOC isn’t showing. I went to the settings and set it to 3 headings instead of 4 and made sure “recipe” pages were activated for the TOC to auto-populate. Still nothing. I even manually added the TOC shortcode, still nothing.

Any word on why this isn’t working on my recipe pages?
