TOC not showing in sidebar while in sidebar

Hi there,

Trying to get TOC+ showing in this sidebar, but on this specific page it doesn’t appear, tried a lot but have no clue anymore how to get it working, only if I also activate in on the page itself it starts working, but this is not what I want, that it’s also on the page.

Hope you have a suggestion / advice which can help,
