TOC wont show on home page

I have a new site, one page that is to be set as the homepage in settings-reading.

I have no auto insert but I have [TOC] in the page.

When I preview the page as a page the table shows fine. But when I set the page as the homepage it won’t show. I’ve looked all through the settings to find something about the table of contents on the homepage but can’t find any settings relating to it on the homepage.
