Too Many Tags?

I’m having problems with Yoast’s XML sitemaps so I’m thinking about switching over here.
The problem is that Yoast’s fails to create a sitemap for my tag pages (god only knows why).
However, I have a bazillion tag pages and most of them have only one or two posts. So no need to map them. Is it possible to have only tag pages with lots of tags be indexed?
