too much sky in header and footer

    Hi,
    I have arclite with wordpress 2.8.5 (www.chessinstructor.net) and my header has a little too much sky, especially since the pager is longer than a browser page on many screens. My footer is even worse. is it an easy fix?

    I will send him the jpg I adjusted, plus the link where the other poster told me to find it. I think my bro in law can take from there, I hope.
