• Currently the toolbar opens upon keyboard tab focus, immediately after skiplinks but before the header links (logo/nav). This means for a keyboard user, they have to tab through the entire accessibility menu EVERY TIME they want to get to the main menu. This is the equivalent of a sighted user loading the page and the toolbar being open by default every time, and having to close it before being able to view the content or navigate any further. How annoying!

    Please add a feature to allow opening/focusing the toolbar via skiplink instead, so that as a keyboard user tabs through the skiplinks, one of them is “open accessibility toolbar”, and if they hit enter, the toolbar then opens for them to tab through the settings. Otherwise it skips over the toolbar as they tab, going directly from skiplinks to header links.
