Tools are not opening, there is no selection frame

I lost functionality of Yellow Pencil tools : they are not responding, YP user interface is not responding, except mouse-overs / hovers. There is no blue selection frame. Everything is loaded, is there, the cursor changes to hand, but nothing is responding on click, or enter.
