Try adding this to your custom css box in Theme Options > Custom CSS:

.topclass {
    opacity: .9;
}

When i change the opacity number from 9 to 3 it’s not chenging anything?

Why is that?
After changing the font the top bar text seems to be a bit blurry.

You need to use decimals. So .9 or .3. An opacity of 1 is full opacity.
Can you send a screenshot of your blurry topbar?

I am using decimals
I changed it for

.topclass {
opacity: .3;
}

Nothing is changing.
