Top navigation bar?

Is there a way I could add a top navigation bar to the theme? Basically on the site at the top of the browser, above the theme. Sort of a gray transparent glass look, with hover drop down’s – using the page structure.
It would need to be able to “wrap” adding additional rows as necessary. Currently I have enough parent pages it requires 2-3 rows.
What Coding would I add to do this and where please?
Note:
A well coded theme. I did change the look a bit and had to make some necessary modifications to make it work, so it may seem a bit different but it is the Notepad theme.
