I have accessed your website and I am having trouble understanding exactly what is not functioning. When I press on any of the links, as suggested, I am scrolled down with the title of the link being visible at the top of the page. (screencast)

Is this not the desired behavior?

I’m glad it works for you, but for us it does exactly what the other user complained about in his post:

Please check the site without being logged in the dashboard. The top bar from the dashboard covers the title of the link, so it may seem like it doesn’t redirect the page well. For me it works as expected and the same as it can be seen in Mat’s screencast.
