As I said I tried different settings recommendations and my own too but the plugin does nothing, it produces no effect on sites judging by GTMetrix and Google PageSpeed results.

Thank you for the information. There is a possibility of a conflict with some other plugins, server-side caching, etc. Also if using Nginx+Apache in some cases Nginx is handling those rules and Apache doesn’t get a chance to act. As you can see when you expand the Recommendation settings, you have a lot of external resources, and those cannot be handled by W3 Total Cache. The reason why is because W3 Total Cache cannot reach external servers to minify, add expires header or specify a Last-Modified or ETag header to enable cache validation. I must repeat that you have a lot of those resources, coming grom youtube, google, google maps, Facebook, etc.
One thing that you might want to consider is to host those files on your server, but once again, the external files cannot be handled by W3 Total Cache or by any other plugin for that matter.
I hope this information clarifies why W3 Total Cache cannot impact the GtMetrix score and hopefully you might consider changing your review.

Most of the sites today link to Youtube, Facebook, Google maps of course and Google analytics, etc. Those are not files and, of course, it’s not possible to host those on a server. Those are just links. And sites don’t get slowed down by linking.

Yes, I agree that most sites are linking to youtube FB, etc.
However, on the contrary, those external resources can slow your website significantly. When the website loads it also needs to load those external resources so the user will be able to see them. This reduces the website load time. I am simply referring to what GtMetrix suggests. If you see the test results, you need to Serve resources from a consistent URL(It’s important to serve a resource from a unique URL, to eliminate duplicate download bytes and additional RTTs.), Leverage browser caching (those resources are coming from external server and cannot be handled on your server by W3 Total Cache), Minimize request size (also coming from external server, youtube), Specify a cache validator (google maps, also external resource).
And when you check the Waterfall, you can see which resources are taking the most time to load. In your case, those are coming from youtube and Google fonts. Please check the screenshot.
This being said, W3 Total Cache or any other plugin, cannot handle those resources.
Please consider changing your review if convenient.
