Track Your Order Button Inactive

Hello, my customers are receiving mails with tracking information(the courier name and the package number) but the tracking button next to it is inactive. How can I solve that? Is paid solution or should it be available also in a free plan?
I would like the customer to be taken to the page with the shipment number after clicking and to see where it is currently located.
