Tracking Emails are not sent

Love the plugin, but for some reason it is not sending out emails for my orders.
I have the following settings :– On which customer order status email to include tracking info?
– Completed
– Delivered Order Status
– Enable a New Custom order status – “Delivered”
– Delivered order status email (checked)When an order is shipped, I am changing the delivery status to Delivered, and then changing to Completed – but tracking/Completed order is not being sent.
Please advise what is going wrong.
