"Transaction failed. State/province does not match country" on checkout

I am using the beanstream gateway plugin from codecanyon, but I’m having an issue where no matter what I do it won’t process any purchases, it just gives me this error: “Transaction failed: State/province does not match country”.
My province and country fields are all dropdowns, so I don’t know where it’s having this issue. I’ve tested it both with and without checking ‘Shipping same as billing’, as well as with setting the delivery address to the same province as the base region. I tested with all the other plugins turned off and switched to a default theme, but still no luck.
The only info I could find even close to it was this issue on the WP e-Commerce github page https://github.com/wp-e-commerce/WP-e-Commerce/issues/667 but it sounds like it wasn’t ever fully resolved? I tried adding the code posted on that thread but it didn’t fix anything.
The only country I have selected for the dropdowns is Canada. It recognizes shipping and tax regions fine.
Clearly WP e-Commerce is getting it’s wires crossed somewhere, but I have no idea where or how to fix it. We need to get this store up ASAP, but I’m new to WP e-Commerce and I’m at a loss for what to do ?? I’m hoping I’m just missing something obvious…
