Transfer of wordpress to new hosting did not work, please help

First of all I did a search to see how to move a blog from an old host to a new host as below.

I downloaded the site to my hard drive and then uploaded to the new host…

I set up a mysql database in cpanel of the new host.

I changed the wp-cogif.php file to the db and user name.

All the files are on the new host in public_html

but the site is a brand new wordpress site not the site I transferred.
