Transferring wordpress site and changing url

We have an existing wordpress site with a purchased theme. I am trying to transfer the site to a new server and we are changing the url as well. I have installed wp on the new server and the theme. I have also copied all the files from the previous host to the new host imported the database. Changed the url within the database to reflect the new url. Made the database name, user name and password changes in the wp-config file and the site is still not working. I want to be able to test the site before dns changes are made. I have followed the directions with in wordpress on how to accomplish this to no avail.
