You don’t need to ask permission, you can just go to translate.www.ads-software.com and start.

they say:

This plugin is not properly prepared for localization. If you would like to translate this plugin, please contact the author.

Ah, ok, it looks like we need to do a bit of work to support the new language pack system. I created a ticket for that at https://github.com/Automattic/camptix/issues/146

In the mean time, if you’d still like to translate the plugin, you can do it the old way by generating .po and .mo files, then sending a pull request via GitHub.
