Translation not working (for email messages)

    Plugin Version: 2.5.11
    WordPress Version: 6.6.2
    Website language: de_DE
    Woocommerce version: 9.3.3

    My woocommerce shop runs in German (and only in German). Everything is fine on the website itself but the service emails to administrators and customers are sent only in English. I double-checked the language files and the translations for all the phrases used are provided but still in the emails they appear in English. How can I make sure the German translations are used for the emails?
