You can definitely translate Membership 2 to Japanese by using plugin translation files. In case you’re not sure how to do that you can find more information on how to translate plugin here.

I’ve checked translate section on WPMU DEV and Japanese translation files are only on 4% so unfortunately we do not have translation for that language for Membership 2.
